2019 Resolutions Committee Review – Submissions and Amendments
Attention all Board Presidents, Superintendents, and Executive Administrative Assistants:
The AASB Resolutions Committee will convene on Thursday, November 7, 2019 at the Anchorage Hilton Hotel. Mr. Michael Swain, the AASB President-elect will preside.

The Resolutions Committee will meet at 9:00 AM at the Anchorage Hilton Hotel. Six subcommittees will work to review separate portions of the entire draft resolutions document during the morning. In the afternoon the committee will meet as a whole to consider subcommittee recommendations. Weighted voting will be used to decide on proposed recommendations and amendments.
The Resolutions Committee is composed of any school board members who wish to attend on behalf of their district. It is at this meeting that the bulk of the work is done to create a document that is recommended for the membership to consider approving on Sunday at the Delegate Assembly. This is the best opportunity for each district to speak to resolutions that are of importance to your board. We ask every school board chair to appoint or designate a member of their board to attend this crucially important committee.
The committee usually concludes its business by 5:00 pm. AASB staff will create a 3rd draft document, “The Resolutions Committee Report to the Membership”that will be posted on the AASB website as well as 100 hard copies made available by Friday November 8th at 6 PM.

Attention all Board Presidents, Superintendents, and Board Secretaries:
AASB is soliciting resolutions, resolution amendments and comments from local school boards for consideration at the 2019 Annual Conference, November 7-10 in Anchorage. These resolutions will guide our association for the coming year, starting on November 11, 2019. They will also guide our advocacy and positions during the upcoming legislative session.
Looking ahead to 2020, the 31st State Legislature and the Governor will continue to deal with the state’s fiscal crisis. Education issues, such as a focus on the Base Student Allocation, will continue to be a primary concern. The State Board of Education and Commissioner Johnson will continue moving forward with the state strategic plan for education and Alaska’s Education Challenge, which AASB has helped to facilitate. AASB continues to work closely with DEED in trying to move Alaskan education forward so that every student can receive an excellent education everyday. As you review the resolutions packet, please think about the issues facing your district, and possibly others across the state, and our role in advocating for quality public education through effective local governance.

The AASB Board of Directors at its July 2019 meeting in Kodiak reviewed the current resolutions scheduled to sunset. The AASB Board has recommended the renewal of 14 resolutions that are scheduled to sunset. One resolution has been recommended to sunset. A list of all resolutions due to sunset is included in a separate document (Sunsetting Resolutions-BOD Recommendations.pdf).
The AASB Board of Directors has one new resolution to put forward: The Board also recommended amending The AASB Board continues to be concerned about student achievement of all students, but in particular Alaska Native students. The Board continues to want to focus on personalized learning, parent and community engagement, and the application of social-emotional and culturally responsive educational practices.
Your board may wish to comment on, amend any existing resolutions. Your board may also wish to submit new resolutions for consideration. Remember, only the title and resolution are voted on by the membership, not the rationale. We do welcome comments about rationale.
In order to comment on or put forward suggested resolution changes, AASB requests your board schedule time to discuss the resolutions at a regular meeting and vote by official board action. The deadline specified by AASB bylaws for the AASB office to receive your comments and proposals is October 8, 2019.
We require all submissions of comments, new resolutions, or amended resolutions be submitted digitally via email by the date specified above. A PDF fillable form is included for your use and to aid you in proper convention when submitting new or amended resolutions and comments. Each board should also send accompanying documentation such as a cover letter from the board president stating when the board took official action on the resolutions.
All resolutions received will be compiled and a complete set of resolutions containing proposals from districts will be sent back to your board 20 days before the annual conference, which is Oct. 18, 2019. - The first will be Wednesday August 14 at noon AST.
- A repeat of the first webinar will occur on Wednesday August 28th at noon AST.
- A third web meeting to address any questions regarding resolution submissions or the process is scheduled for Wednesday September 18th at noon AST.
Webinars will be hosted by Lon Garrison and Norm Wooten to review the process and answer any questions you may have.
