Can you add items to the agenda AT the meeting?


Best practice would say no. As a governing body of a public entity, the public has the right to ‘reasonable’ notice of an item coming before the school board. If an item is added AT the meeting, the public will not have received any notice of the item being discussed, which is a violation of the open meetings act.
